The declaration of the state "Emergency Regulation" requires that water suppliers to restrict outdoor irrigation to two days per week. The district conservation effort to reduce their water consumption has produce an 11% decrease in water usage for the district. The statewide goal of 20% reduction in water use by December 31, 2014 would require that each customers would need to take additional steps to reduce their water use. Therefore in compliance with state requirements, Little Bear has filed with the California Public Utilities Commission changes to its Tariff Rule No. 14.1 which shall require that customers of Little Bear comply with the following:
In addition the state prohibited activities that is mandated under the "Emergency Regulation" still applies to promote water conservation and to reduce waste of water. The four prohibited activities are:

- That outdoor irrigation shall be restricted to three days per week.
- That outdoor irrigation schedules are assigned using each customers last number of their street address (Odd Numbers 1,3,5,7,9 and Even Numbers 0,2,4,6,8).
- That Odd Numbers are Wednesday, Friday, and Sunday.
- That Even Numbers are Tuesday, Thursday, and Saturday.
- That time of outdoor irrigation shall be between the hours of 6:00 am to 9:00 am or 6:00 pm to 9:00 pm.
In addition the state prohibited activities that is mandated under the "Emergency Regulation" still applies to promote water conservation and to reduce waste of water. The four prohibited activities are:
- The application of potable water to outdoor landscape in a manner that causes run-off such that water flows onto adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots, or structure.
- The use of a hose that dispenses potable water to wash a motor vehicle except where the hose is fitted with a shut-off nozzle or device attached to it that causes dispensing water immediately when not in use.
- The application of potable water to driveways and sidewalks.
- The use of potable water in a fountain or other decorative water feature, except where the water is part of a re-circulating system.
